LHCP was set up in October 2005 with the principal aim of bringing Leeds 62,000 properties up to the Decent Homes Standard by 2010. The partnership is made up of the Leeds ALMOs and Belle Isle TMO, LCC Property Management Services and a mix of large and small building contractors.

Of these contractors, Baldwins, BAAS and Frank Haslam Milan are carrying out major refurbishment schemes in the Aire Valley Homes Leeds area.
